Linking a tier re-renders every member's wallet pass in that tier's design (colours/images live in LiteCard). Leave as None for an internal targeting tag that never touches the pass.

Higher number wins. If a consumer is in more than one tier-linked group, the highest-priority group decides their pass design. Each tier group needs a distinct priority.
